The deal, announced by environment minister Lord Henley, has been developed jointly by Defra and the Environmental Services Association (ESA, which represents the waste and resource management sector) with input from the Local Government Association, the Environment Agency (EA) and the Federation of Small Businesses (FSB). Waste and resource management companies have been urged to reposition themselves as resource providers to industry under a new ‘responsibility deal’ and to improve and guarantee the quality of their recycled materials.
